Check eligibility before you look at the price
This is the state’s online, self-paced course, offered under a DMV pilot program, and it has stricter entry rules than a live class. Confirm each of these first:
- You are 18 or older.
- You hold a valid NY learner permit with a photo, the plastic card.
- You are not applying for a junior license (Class DJ or MJ). Those applicants are not eligible for the online course.
- You can finish within 30 days of registering.
Set against a live class, the online course looks like this:
| Online course | Live class | |
|---|---|---|
| Minimum age | 18 | 16 |
| Junior (DJ/MJ) applicants | Not eligible | Eligible |
| Certificate | None; reported to the DMV | Paper MV-278 |
| Schedule | Within 30 days | A set class date |
If any of these fails, take a live class instead. Live classes are open from age 16, and Coreway names junior-permit holders explicitly. The DMV course page sets out the official formats and rules.
What you get, and what you do not
Pre-Licensing Course LLC is based in Astoria, Queens (phone 1-718-400-7400), and appears on the DMV’s list of 14 online course providers. The course is available in English and Spanish. DMV rules for the online format call for identity checks throughout the course and content questions as you move through it, so expect to be checked along the way.
The big difference from a live class is the certificate. You do not receive a paper MV-278. The provider reports your completion to the DMV, which usually posts within 24 to 48 hours, and once it is recorded you can book your road test. There is no certificate to mail, collect or lose, and no duplicate to pay for. The trade-off is that you must wait for the record to show before booking.
Price: $38 now, $49 regular
The provider’s page shows a limited-time offer of $38 against a regular price of $49. At $38 it is $2 under the $40 flat price at 5 Hour Class NYC, NY 5-Hour Course and Take 5-Hour Course. At $49 it is $9 over it, and it would sit just under Drive Rite’s $50 online course.
Limited-time prices change, so read the number at checkout. The comparison is also about fit, not cost alone: a live class gives you a set date with an instructor, while this course gives you a 30-day window.
Who it suits, and who should look elsewhere
The course suits adults with a plastic photo permit whose schedule cannot be pinned to a Tuesday evening or a Saturday afternoon, and Spanish-speaking adults who want a Spanish version without waiting for a Sunday class. It also suits anyone comfortable with a certificate that exists only as a DMV record. A 30-day window helps learners who prefer to work in short sessions; those who learn better by asking questions live may prefer a class.
It is the wrong choice for teenagers, junior-permit holders, anyone whose permit is not a photo permit, and anyone who wants an instructor to question in real time. Those learners should look at a live class, such as Coreway. Drive Rite sells both formats, as its review explains, and our comparison table sets live and online options side by side.
How to sign up
Register on the provider’s course page with your permit details. Finish within the 30-day window, then wait for completion to post. When it has, book the road test online through the DMV scheduler or by phone at 1-518-402-2100; the steps are on the DMV road test page. Where this course sits among all the options is on the full ranking.

- You can book the road test only after completion posts, usually in 24 to 48 hours
Our verdict
Pre-Licensing Course LLC is the ranking’s self-paced pick: it is on the DMV’s list of online providers, it teaches in English and Spanish, and its $38 offer is the lowest price we list. It scores below the live options because fewer people can use it, since the course is closed to anyone under 18 and to junior permit holders. It also changes the end of the process: no paper MV-278 arrives, and you wait for completion to appear on your record. For an adult with a photo permit and an unpredictable schedule, that trade can be worth making.
Best for: Adult permit holders who want to fit the course around work within a 30-day window
